Under this axis, the policies and actions undertaken by the DFG fall into two general spheres:

  • those aiming fundamentally to improve professional training linked either to regional development (objective 2) or to the competitiveness of the economic ac-tivity (objective 4 and some community initiatives), and



  • those aiming fundamentally to achieve professional insertion of those collectives with the greatest difficulty for insertion into the labour market (objective 3 and some community initiatives).
 
 
 

Under the first of these headings, the objectives pursued and the actions contemplated have been:

  • creation and promotion of a network of centres for integral training to facilitate the transition to active life and to provide services in that area (occupational and on-going training),
  • training R & D with a view to anticipating training needs for the new professional competencies,
  • ensuring the mobility of students (secondary training sphere and higher education sphere)
  • creating an intranet-internet network for developing professional training,
  • instilling the concept of life-long training in persons, companies and the Territory.
 
 
 

And under the second heading:

  • experimentation and innovation, fundamentally of a transnational nature to permit the professional mobility of persons in the European Union
  • specific integral programmes for those collectives with the greatest difficulty for insertion into the labour market: women, youth, disabled persons and people in long term unemployment,
  • assuming the local surroundings as the sphere for creating employment with formulas of public-private partnerships and defining new routes to accessing fi-nancing for Local Development and Employment Initiatives.
 
 
 

The total amount of community aid (ESF, ADAPT, NOW, HORIZON, fundamentally) for developing this axis has been 5,703.5 million pesetas.
