Agenda 2000 is a document approved by the European Commission in July 1997 the objective of which is to outline the basic features of the European Union in the first years of the next century.

Economic and social cohesion of the countries of the Union will go on being the maximum political priority of the EU, but the current focuses for structural intervention will be revised at the end of 1999 in light of the new realities like the challenge that the expansion of the EU entails with the adhesion of new countries and the impact that that expansion will exert on the policies of the European Union or the full entering into effect of the third phase of the Monetary Union. Agenda 2000 will review and determine, therefore, a new framework of relationships within the Union for the period 2000-2006 in which an important reorientation of the community structural and regional policy is foreseen.

It is foreseeable that Gipuzkoa will go on being an area with a high unemployment rate, strong industrial specialisation, a per capita GDP slightly lower than the community average although Gipuzkoa will have to manage in a new context.
