Although Spain has participated in the ERDF aid since 1 January 1986, not all autonomous communities started receiving ERDF funds at the same time. Specifically, the Basque Country Autonomous Community (BCAC), did not start participating in ERDF aid until 1988, when these aids were channelled through: Individual Projects of the "ERDF 1988 Quota" and Community Programmes (STAR, VALOREN, RESIDER and RENAVAL). Aid is also obtained from the ESF. Gipuzkoa concretely, receives funding during this period from the European Social Fund (ESF).

The community programmes (COMETT, LEONARDO) and other community calls for projects are not taken into account.
