With
the reform, there is an attempt to change the different funds into
real instruments of economic and social development. Thus, seeking
the greatest possible effectiveness of Structural Funds, their application
is going to obey the principle of concentrating on a double dimension:
functional and geographic.

So
functional objectives and the spheres of intervention in which each
objective can be applied to the resources are defined for the Funds.
These objectives are five: objective 1, objective 2, objective 3,
objective 4 and objective 5a and 5b.

There
are three objectives of a territorial nature (objective 1, objective
2 and objective 5b), and three horizontal (objective 3, objective
4 and objective 5a). Since the aid is not directed to regions, but
rather to collectives or groups of population. The different Structural
Funds intervene through the objectives in the following way:

Ten
percent of the structural funds are reserved for community initiatives:
RECHAR (coal-mining basins), ENVIREG (improvement of environment),
STRIDE (innovation and development), LEADER (rural development),
INTERREG (border area development), REGEN (natural gas and electricity
in less developed regions), REGIS (ultra-peripheral regions), PRISMA
(aid to firms for improving infrastructures and services), TELEMATICA
(promotion of advanced telecommunication services), EUROFORM

(development of new qualifications and employment opportunities
through transnational measures), NOW (reinsertion of women in the
labour market and training), HORIZON (promotion of economic and
professional integration of the disabled and less favoured groups),
RETEX (economic diversification of zones that depend on the textile
and garment sector), RESIDER (new economic activities that create
jobs).
