This section aims to delve deeper into the analysis of community aid received by Gipuzkoa during the period 1986-1999 and that is managed by the Diputación Foral de Gipuzkoa both for actions promoted by the DFG itself and by Gipuzkoa municipalities.Community financing directly obtained and managed by city halls is not taken into account.
In this programme period, global funding amounts to 6,577.9 million pesetas, of which 4,737.8 million pesetas (72%) come from the ERDF through objective 2; 922.1 million pesetas (14%) come from the ESF (through objective 2 and from objective 3) and 918 million pesetas (14%) correspond to community initiatives (including the customs reconversion plan).

4.2.1. Funding received through the ERDF (1989-1993)

In the period 1989-1991, Gipuzkoa receives, through the ERDF, funding to the amount of 820 million pesetas, which is distributed along two action axes: protection and improvement of the environment (with 525 million for water supply and treatment); and improvement of the transportation network (with 295 million pesetas for the
Gipuzkoa-Navarra expressway).

Financing received through the ESF in the period amounts to 952,8 million pesetas, 424.3 million through objective 2, 497.8 million pesetas through objective 3 and 30.7 million pesetas through the multiregional framework (customs). ESF financing via objective 2 is destined to support employment and competitiveness, while financing through objective 3 goes for insertion in the labour market, fundamentally of unemployed and disabled persons.

4.2.3. Funding received through COMMUNITY INITIATIVES (1989-1993)

In this period, Gipuzkoa also receives funding through Community Initiatives. Particularly this funding is channelled through INTERREG (160.2 million pesetas), RESIDER 1 -Adapted- (471.3 million pesetas), NOW (39.2 million pesetas) and EUROFORM (13.6 million pesetas). The total funding amounts to 684.3 million pesetas. The RESIDER programme represents 75% of the financing that Gipuzkoa receives in the period 1989-1993 through Community Initiatives.

Financing received through Customs Re-Conversion (1989-1993)

Together with financing from the ERDF, ESF and the Community Initiatives, Gipuzkoa also received supplementary financing in relation to the customs reconversion plan, concretely 233.7 million pesetas, 60.8 for training and 172.9 million through norm 3904/92 (reconversion to new economic activities).
