The strong increase in population and industrial activity in the 70s significantly deteriorated the environment in Gipuzkoa. This deterioration is noticed in the bad state of the rivers and coasts, the atmospheric contamination, the accumulation of industrial wastes and their uncontrolled dumping into the environment, etc.
 
 
 
To palliate this situation, a broad programme of water supply and treatment has been undertaken as well as the rehabilitation of spaces degraded by industrial ac-tivity and their re-conversion to re-usable land for industrial or leisure activities. Along the same lines, the Integral Plan for Solid Wastes has implanted a new model for managing residuals which decisively impacts on the environmental qual-ity of the territory.
 
 
 
Community funds managed by the Diputación Foral de Gipuzkoa to meet the ob-jectives of this action axis come mainly from the ERDF and the Resider community initiative and amount to 4,582 million pesetas.
