Human
resources, human capital, is the fundamental basis of any model
of territorial social and economic development.

Among
the active population of Gipuzkoa and the Basque Country in general,
levels of unemployment and rates of activity are lower than the
community average.

And
along these lines, there is concern over the existence of certain
collectives among which unemployment is concentrated:

youth, and

people with few qualifications.
All
this can provoke situations of exclusion from the labour market
and social exclusion as is corroborated by the persistence of a
nu-merous collective of persons in long term unemployment.

And,
finally, the levels of education and the levels of training (adjustment
to the needs of the market), are a fundamental element that go hand
in hand with economic development of a territory: ex-istence of
enterprising people, development and incorporation of new technologies
(for production and organisation), professional training, etc. And,
in short, achieve a greater degree of economic and social cohesion.
